MANILA, Philippines — As he sponsored a tweaked version of the controversial Maharlika Investment Fund (MIF) bill at the Senate plenary, Senator Mark Villar on Monday made a firm promise that all of the documents related to the fund will be “open, available and accessible to the public” in the spirit of transparency.
