LANSING, Mich. (AP) — For the second straight year, Gov. Gretchen Whitmer will deliver her annual State of the State address to lawmakers and the public virtually due to the COVID-19 pandemic. The speech is set for Jan. 26. The Democratic governor and Republican House Speaker Jason Wentworth announced the format and date Monday, saying they agreed the address should be held remotely “to ensure everyone can safely partake in this time-honored event.” Additional details will be announced soon. (AP) — Michigan's attorney general is asking federal prosecutors to open a criminal investigation into 16 Republicans who submitted false certificates stating they were the state's presidential electors despite Joe Biden's 154,000-vote victory in 2020. Dana Nessel, a Democrat, disclosed Thursday that her office had been evaluating charges for nearly a year but decided to refer the matter to the U.S. attorney in western Michigan. “Under state law, I think clearly you have forgery of a public record, which is a 14-year offense, and election law forgery, which is a five-year offense," she told MSNBC's Rachel Maddow. But the Justice Department, she said, is best suited to probe and potentially prosecute. The spokesperson for the U.S. attorney’s office declined to comment Friday. Walter, a political scientist at the University of California, San Diego, has interviewed many people who’ve lived through civil wars, and she told me they all say they didn’t see it coming. “They’re all surprised,” she said. “Even when, to somebody who studies it, it’s obvious years beforehand.” This is worth keeping in mind if your impulse is to dismiss the idea that America could fall into civil war again. Even now, despite my constant horror at this country’s punch-drunk disintegration, I find the idea of a total meltdown hard to wrap my mind around. But to some of those, like Walter, who study civil war, an American crackup has come to seem, if not obvious, then far from unlikely, especially since Jan. 6. “How Civil Wars Start,” a new book by the political scientist Barbara F. Walter, was cited all over the place in the days around the anniversary of last winter’s riot at the Capitol. The New Yorker’s David Remnick , Vox’s Zack Beauchamp and my colleague Michelle Goldberg all invoked Walter’s work in essays discussing the possibility that the United States stands on the edge of an abyss, with years of civil strife ahead. The book begins with a story from the fall of 2020: the kidnapping plot against Gov. Gretchen Whitmer of Michigan, hatched by a group of right-wing militiamen who opposed Whitmer’s pandemic restrictions. Fortunately “the F.B.I. was on to them” and foiled the plot, but the alleged kidnapping conspiracy, Walter argues, is a harbinger of worse to come.
