Greater Manchester is the current "burglary capital of England" where the highest level of crimes per 1,000 population was reported. Alba’s resignation followed the controversial importation of 440,000 metric tons of sugar in February, which was allegedly allocated to three “handpicked” importers. Opposition Sen. Risa Hontiveros sought a Senate inquiry into the importation, saying that the three importers involved in what she described as a “government-sponsored” sugar smuggling must be blacklisted if irregularities were found.
